Cover art

Does this mean, to decorate a record's cover with 'art', or graphical artwork, it had to be created just for this occasion? Shouldn't it be legitimate too, to use already existing works of artists which fit to the musician, his work, or at least, support nothing further than the sales of his recordings?
The most essential question possibly is: "Is there a special kind of art for record covers?"
