'Fred Flintstone ?'

When I saw this pin for the first time, the immediate impression was:
Fred Flintstone!
But after a closer look it was obvious, something does not fit. The colour of the hair is black, that is right. The moustache was the first thing that made me uncertain, then, the next was his clothing, doesn't it look different, and didn't he always wear a tie?
I tried to investigate his identity, but in the end I am still in doubt.
